Doliner, Mabbett’s Vice President of Legal/Compliance and Director of its Marine Technology-Maritime Services Group will be the District Captain for the Sector Boston Area of Operations, effective January 1, 2022, as voted by the Coast Guard Auxiliary District 1, Northern Region’s Board.

Mr. Doliner served in the Coast Guard Auxiliary for 20 years, primarily in Marine Safety and Environmental Protection, where his duties included performing hundreds of Port State Control foreign flag vessel arrival targeting/risk assessments. He also served in Operation Patriot Resolve, providing maritime security for the 2004 Democratic National Convention and as a member of one of six 4-person Coast Guard Auxiliary teams representing the United States in the International Search and Rescue Competition. In December 2011, Mr. Doliner received the Coast Guard Auxiliary “Trident”, designating him as a Marine Safety & Environmental Protection Specialist. He a past Commander of Division 5 and Flotilla 5-3, both based out of the Coast Guard Base in Boston.
The Coast Guard Auxiliary is a component of the United States Coast Guard, a multi-mission maritime service and one of the Nation’s six Armed Services. The mission of the Auxiliary is to protect the public, the environment, and U.S. economic interests – in the Nation’s ports and waterways, along the coast, on international waters, or in any maritime region as required to support national security in a non-military role and non-direct law enforcement role. Sector Boston’s AOR extends roughly from the Massachusetts – New Hampshire border southward to the east entrance of the Cape Cod Canal, and westward to the Connecticut River.
Mr. Doliner has over forty years of extensive experience as an environmental and marine technology attorney. He came to Mabbett after practicing with the Boston offices of major national and regional law firms. Mr. Doliner is the founding chairperson of the Environmental Law Section of the Boston Bar Association. He is currently a member of the Massachusetts Seaport Economic Council by appointment of Governor Baker. He is also the Immediate Past President and current board member of MOTN, the Marine & Oceanographic Technology Network; serves on the board of the Marine Renewable Energy Collaborative (MRECo) of New England and on the Management Committee of the Massachusetts Bay National Estuary Partnership.
Mr. Doliner is an adjunct professor for the Law Schools at Boston College and Roger Williams University, where he teaches the offshore renewable energy and maritime security courses. He is also a member of the adjunct faculty at Endicott College, where he lectures on Port and Shipping Operations in the MBA program as well as working with STEM undergraduates on their internships.
